The states below provide coverage of the National DPP lifestyle change program to their public employees. States vary in which state employees receive coverage. For example, some states extend coverage to all active state employees, including state university employees and retired state employees, while other states only provide coverage to state employees enrolled with certain health plans (for a detailed accounting of coverage, see the map entitled “States with Public Employee Coverage Map” below). California
Coverage began in 2017. There are approximately 1,400,000 current covered lives in California. Active and retired state and local government employees (including California Public Employees Retirement System (CalPERS) and Los Angeles City Employees’ Retirement System (LACERS)), school employees, their spouses and dependents are covered.

Colorado
Coverage began in 2013. There are approximately 51,000 current covered lives in Colorado. Active state, city, county, and University of Colorado employees are covered.

Connecticut
There are approximately 1,300 current covered lives in Connecticut as part of an ongoing Demonstration Project. State Department of Transportation employees are covered.

Delaware
There are approximately 106,331 current covered lives in Delaware. Active and retired state employees are covered.

Georgia
Coverage began in 2018. There are approximately 581,427 current covered lives in Georgia. University of Georgia and Emory University employees, as well as Kaiser, Cigna, and United HealthCare members are covered.

Hawaii
There are approximately 195,000 current covered lives in Hawaii. Active and retired state employees and their eligible dependents are covered.

Indiana
Coverage began in 2018. There are approximately 57,746 current covered lives in Indiana. State employees, their spouses, and eligible dependents are covered.

Iowa
Coverage began in January 2022.

Kentucky
Coverage began in 2014. There are approximately 262,000 current covered lives in Kentucky. Active and retired state employees and their eligible dependents are covered.

Louisiana
Coverage began in 2015. There are approximately 133,518 current covered lives in Louisiana. State employees and their eligible dependents covered under BlueCross BlueShield of Louisana are covered.

Maine
Coverage began in 2015. There are approximately 30,000 current covered lives in Maine. State employees and their eligible dependents are covered.

Maryland
Coverage began in 2015. There are approximately 160,000 current covered lives in Maryland. State employees and their spouses, who are covered under BlueCross BlueShield and United HealthCare are allowed a reimbursement for the National DPP lifestyle change program.

Minnesota
Coverage began in 2015. There are approximately 50,766 current covered lives in Minnesota. All SEGIP members and eligible dependents over 18 years old are covered.

Montana
There are approximately 25,216 current covered lives in Montana. State employees, retirees, legislators, and their spouses and eligible dependents are covered.

New Hampshire
Coverage began in 2015. There are approximately 98,669 current covered lives in New Hampshire. State employees, dependents, retirees under age 65, and municipal employees are covered.

New York
Coverage began in 2016. There are approximately 500 current covered lives in New York. State employees in the Capitol District Physicians’ Health Plan are covered.

North Dakota
Coverage began in 2019. Sanford Health Plan provides insurance for ND public employees and offers the National DPP lifestyle change program as a benefit. A pilot demonstration preceded a full benefit.

Ohio
The State of Ohio began offering the National DPP lifestyle change program to state employees and their dependents in July 2020. This is currently offered at no-cost as a wellness benefit through the state’s wellness vendor, Virgin Pulse. In addition, state employees and their dependents can earn $200 for having a BMI between 18.5 and 29.9, or for a 5% weight loss. Employees and their dependents can earn an additional $200 for having a blood glucose test in the normal range or by having a 5% improvement in fasting glucose.

Oklahoma
All eligible HealthChoice members are covered.

Oregon
Coverage began in 2017. There are approximately 277,637 current covered lives in Oregon. Public K-12, community college, charter school, and local government staff, and their eligible dependents, are covered.

Pennsylvania
Coverage began in 2020. There are approximately 271,637 current covered lives in Pennsylvania. State employees (local government excluded) and their eligible dependents, as well as non-Medicare retirees, are covered.

Rhode Island
Coverage began in 2016. There are approximately 35,000 current covered lives in Rhode Island. Active state government employees and their eligible dependents are covered.

South Dakota
Coverage began in 2022. The program is offered at no cost to employees and their covered spouse/dependents 18+ years old who qualify and also have coverage under the Wellmark Blue Cross and Blue Shield plan. The program is provided by Livongo, an online CDC-recognized program contracted with Wellmark. Employees that actively engage will also earn wellness points to achieve funds in their Health Savings Account.

Tennessee
Coverage began in 2018. There are approximately 140,000 current covered lives in Tennessee. State and higher education employees are covered.

Texas
Coverage began in 2016. There are approximately 457,654 current covered lives in Texas. State agency employees, retirees, and their eligible dependents are covered.

Utah
There are approximately 29,263 current covered lives in Utah. Coverage extends to some local health departments and the University of Utah.

Vermont
There are approximately 8,300 current covered lives in Vermont. State employees are covered.

Virginia
Coverage began in 2023. The National DPP lifestyle change program is provided via Lark for COVA Care and COVA HDHP members.

Washington
Coverage began in 2016. There are approximately 326,216 current covered lives in Washington. State and higher-education employees, retirees, and their eligible dependents are covered.

Wisconsin
There are approximately 238,838 current covered lives in Wisconsin. State employees can access the program via the state’s wellness vendor, WebMD/StayWell.

Wyoming
Coverage began in 2017. There are approximately 37,361 current covered lives in Wyoming. State employees are covered.
